(On the other hand, Guareschi's 'local priest versus politicised mayor and his cronies', transplanted to a little village of re-colonists in a recently-declared safe zone somewhere. . .)
So. A small, but growing, community. With the excuse to have any story-triggering newcomers you wish arrive. Two authority figures who both have it's best interests at heart, but are permanently at loggerheads about how they might best be served. Plenty of scope for narrative-driving conflict without the need for violence.
